Providing funding for projects designed to reduce transportation-related carbon emissions from on-road highway sources.

The regional Carbon Reduction Strategy focused the first two years of CRP funding ($7,441,629) on planning grants to strategically maximize the impact and the region’s readiness for implementation and construction-focused grants. Five projects received $8,700,000 for Mobility Zone pilot project implementation. The remaining funds will be programmed through the Regional ATP in 2027 to implement the Regional Trail Network Implementation.

Who can apply?

This funding program applied to public agencies in the counties of El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba.

CRP Application Information

As part of the Infrastructure Investment and Jobs Act (IIJA)/Bipartisan Infrastructure Law (BIL) signed into law in November 2021, the U.S. Department of Transportation established the Carbon Reduction Program (CRP). This program provides funding to states and MPOs for projects designed to reduce transportation-related carbon emissions from on-road highway sources.

The CRP supports efforts that reduce carbon

  • The 2024 regional funds positioned the region to better compete for ZEV implementation grants, advanced implementation of the regional trail network, and strategically implemented programs that will reduce carbon emissions.
  • The 2026 and 2027 regional funds will focus on Mobility Zone pilot projects and Regional Trail Network Implementation.
