Regional Housing Needs Allocation (RHNA)

SACOG plays a key role in the State's Regional Housing Needs Allocation (RHNA) process.

RHNA is about planning ahead. Every eight years, the State of California’s Department of Housing and Community Development (HCD) provides SACOG with a regional determination, which represents the number of units the region must plan for. SACOG is responsible for developing a methodology for allocating these units by income category to each jurisdiction in the region.

RHNA doesn't require local governments to build homes themselves. Instead, it requires them to plan for future housing by updating their General Plans and zoning rules to make room for new homes. This process happens through a document called the Housing Element, which shows how a community will meet its RHNA targets.
