2025 Blueprint Plan and Policies

Beginning with local plans and incorporating the voices of communities from around the region, the 2025 Blueprint reflects our region’s values and priorities in a comprehensive approach to planning for the future, focusing on sustainability, equity, and economic opportunity. Through collaboration, community engagement, and strategic planning, our collective efforts aim to create a vibrant, inclusive, and resilient region that meets the needs of its growing population while preserving the environment for future generations.

All comment letters and responses on the Draft EIR and Draft Blueprint are included in the Final EIR document for ease of reference. The 2025 Blueprint was adopted on November 20, 2025.
